Engineer: CSIR Equipment and Machinery The Council for Scientific and Industrial Research (CSIR) is a leading scientific and technology research organisation that researches, develops, localises and diffuses technologies to accelerate socio‑economic prosperity in South Africa. The CSIR has a vacancy for an Equipment and Machinery Engineer in the Facilities Management and Security Services (FM&SS) based in Pretoria. The role reports to the Manager of Facilities Engineering. Responsibilities Leadership Active member of the FM&SS Engineering team with joint responsibility for developing and implementing Engineering Operational plans. Develop and track CSIR Machinery compliance registers. Equipment and Machinery Engineer Solely accountable for planning, coordinating and managing the maintenance of CSIR equipment and machinery for up to a five‑year timeline. Ensure equipment and machinery adherence to statutory requirements, legislation and site operating procedures such as the OHS Act and GMR2 responsibilities. Accountable for Management of Change (MOC) system for equipment and machinery. Prepare budgets and bids and drive contract negotiations. Manage sub‑contractor processes to ensure compliance with all applicable statutory requirements, legislation and site operating procedures. Document operational and maintenance philosophy for all classes of equipment and machinery. Creation of work plans, workflows, staffing and schedules. Creation and documentation of job specifications, risk assessments, method statements and measurable delivery standards. Conduct root cause analysis of failures and recurrent incidents. Final sign‑off on procurement of all equipment and machinery. Ensure equipment and machinery are optimally managed to obtain optimum equipment life and availability at the most economical cost, including management of all modification, disassembling and assembling of equipment and machinery with final sign‑off for all modifications. Develop and implement policies, standards and procedures for the engineering work performed. Stakeholder Relationship Management Actively engage both internal and external stakeholders regarding CSIR equipment and machinery compliance, maintenance and modification. Influence and implement an action plan according to CSIR and industry standards. Develop and implement business and operational plan for CSIR equipment and machinery. Facilitate meetings with stakeholders, e.g. local city councils. SHEQ Management Ensure compliance with SHEQ regulatory requirements and standards in area of responsibility. Ensure all CSIR equipment and machinery is safe for use. Management responsibilities Administer and manage designated portfolio professionally and effectively. Provide leadership, technical direction and guidance to CSIR for management of equipment and machinery. Effective management of relationships with the business and provide professional leadership, influence and two‑way communication. Manage, mentor, coach and play an advisory role for staff growth and development. Identify and implement training interventions. Recommend and facilitate developmental plans. Ensure optimal resource deployment. Financial management Develop and manage CSIR divisions equipment and machinery maintenance budget. Deliver cost‑effective service. Compliance with financial legislative requirements. Qualifications, Skills and Experience A Bachelor or B‑Tech degree in Mechanical Engineering with a minimum of five years’ experience in equipment and machinery management. A Government Certificate of Competency is desirable. Knowledge of and competence in managing equipment and machinery. Knowledge of development and implementation of compliance standards. OHSACT General Machinery Regulations SANS 10400 Contract Management Management of Change in a process plant or in a manufacturing environment All international qualifications require an evaluation report or certificate issued by the South African Qualifications Authority (SAQA).
