Background The South African Reserve Bank (SARB), through the Enterprise Systems Division, operates a complex enterprise applications landscape supporting critical HR, payroll, and financial processes. This environment includes Oracle E-Business Suite (EBS) and Oracle Fusion HCM Cloud, with extensive custom developments, workflows, approvals, reporting, and integrations with third-party systems. To maintain system stability, support business-critical cycles, and address ongoing enhancement and integration requirements, SARB seeks to appoint two Oracle e-Business Suite (EBS) Technical Developers. Objective of this Scope of Work The objectives of this tender are to: Secure experienced Oracle E-Business Suite developers to provide advanced development and third-level (L3) support. Ensure continuity, stability, and compliance of Oracle EBS and integrated HCM solutions during critical business cycles. Support upgrades, patches, enhancements, and third-party integrations within a controlled and auditable Reduce operational risk and dependency through access to specialised development Scope of Services Definition The scope will include but will not be limited to: The resource(s) is expected to deliver high-quality technical solutions across all EBS modules in use at SARB, in accordance with SARB governance, audit, and change management standards. Oracle E-Business Suite (EBS) Oracle Fusion HCM (integration and reporting support only) Payroll Core HR General Ledger Absence Accounts Payable Recruitment Accounts Receivable Helpdesk Fixed Assets Talent Asset Tracking Learning Projects Compensation Inventory Advanced Controls Purchasing Fusion Data Analytics iSupplier Contracts Management iProcurement Technical Specifications The resource must demonstrate proficiency in the following technical areas: Core Development Skills Advanced PL/SQL development, stored procedures, packages, functions, triggers, bulk processing and performance tuning SQL and Oracle Database development: complex queries, query optimisation, execution plan analysis Unix/Linux shell scripting for concurrent program wrappers and automation Oracle Application Object Library (AOL): menus, responsibilities, concurrent programs, request groups, value sets, descriptive flexfields RICEFW Development Reports: Oracle XML Publisher / BI Publisher; data templates, RTF templates, report registration and scheduling Interfaces: Oracle EBS Open Interfaces and base table loading, inbound and outbound interface design Conversions: Data migration and conversion using SQL*Loader, open interfaces, and staging table architecture; CEMLI framework experience Extensions: Oracle Application Framework (OAF); controller and VO extensions, personalisation, custom pages Forms: Oracle Forms (Custom.pll), Forms Personalisation; triggers, built-ins, custom libraries Workflows: Oracle Workflow Builder, AME (Approvals Management Engine) configuration and extension Reporting and Analytics Oracle Business Intelligence Publisher (BIP): advanced report development Oracle Business Intelligence Enterprise Edition (OBIEE); subject area configuration, dashboard and report development (awareness level acceptable; development experience advantageous) Oracle Discoverer or OTBI & FDI awareness: advantageous Integration and APIs Oracle EBS REST APIs and SOAP Web Services: design, consumption, and troubleshooting Oracle Integration Cloud (OIC) integration development and monitoring; awareness of EBS Adapter and HCM Adapter patterns Experience with data conversions, legacy system migrations, and ETL patterns in an Oracle EBS context Oracle Fusion Cloud Awareness Oracle HCM Cloud integration patterns — understanding of coexistence architecture between EBS and Oracle Fusion HCM Cloud Platform and Environment Oracle EBS version 2.8 and higher — mandatory; AD/TXK patching cycle awareness Oracle APEX — application development and integration with EBS (advantageous) Oracle Database 12c and higher — tablespace management, schema management, and performance tuning awareness Familiarity with Oracle Support (MOS) — SR logging, patch research, and patch assessments Quality Specifications Services must be delivered in accordance with SARB governance and control standards and must: Produce technical deliverables that are auditable and delivered to documented business processes Adhere to SARB’s CAB/ITIL-governed change management process. All changes must be logged, approved, and accompanied by back-out plans prior to implementation Comply with SARB information security standards, including POPIA obligations governing personal data processed through Oracle EBS and integrated systems Maintain version-controlled technical documentation for all CEMLI objects, including functional design documents (FDDs), technical design documents (TDDs), and unit test evidence Participate in peer code reviews and apply agreed BSTD coding standards Escalate technical risks, blockers, and scope deviations to the Application Manager timeously and in writing Ensure no development activity is performed directly in the PROD environment outside of an approved emergency change process
