Senior Assistant Officer: Library Finance Officer (post level 12) Job ID : 6465Location : Bloemfontein Campus - Bloemfontein, FS ZA (Primary) Responsibilities Capture manual journals for the allocation of funds to different entities at the beginning of the year and submit for approval. Ensure that the correct fund entity is used as budgeted. Check the availability of funds on the PeopleSoft Finance system before issuing requisitions. Capture manual journals for transfer of funds when there are no funds available in the entity. Monitor expenditure and budget on a regular basis. Report monthly on expenditure versus budget. Ensure that encumbrances are all accounted for and cleared up on PeopleSoft by the end of the financial year. Make follow‑up of invoices from suppliers where the delivery of goods and services has been rendered. Submit invoices with Purchase Orders to Finance Department for payment. Complete financial documents for claims of non‑registered suppliers/beneficiaries and ensure that all supporting documents are attached before submitting for approval and payment. Approve online invoices on PeopleSoft Finance. Submit invoices for membership and license fees. Manage the Darlo (Copyrights) account. Ensure proper filing of documents. Coordinate courier services for the Library and Information Services Department. Manage postal services for post and inter‑library loan books. Ensure the maintenance of the motorbike. Regularly monitor the motorbike’s logbook. Supervise the messenger. Perform all duties related to planning, booking, coordination and administration of staff travel and accommodation arrangements. Manage staff‑related functions, including job profiles, leave administration, performance management, staff engagement, resource allocation, training and development. Qualifications and Requirements Bachelor’s degree or an Advanced Diploma/B. Tech degree/Postgraduate Certificate on NQF Level 7 in accounting or a related field. Minimum of one year’s relevant financial experience. Preferred Qualifications Experience within the Higher Education environment. Knowledge of university systems, policies and procedures. Proficiency in writing, numerical skills, advanced Excel and computer skills. Salary and Benefits Annual remuneration package, including benefits, is R 403 692.54 – R 506 869.63 per annum, depending on the budget, relevant work experience and qualifications.
