Organising skills.Presentation skills. Good interpersonal skills. DUTIES: Demand Management Compile and consolidate the Demand Management Plan (DMP) and ProcurementPlan. Coordinate and collate business/line functions and regional inputs for Conduct needs assessments by collecting and analyzing relevant data,categorizing commodities, and ensuring the availability of funds. Conduct variance, market, and industry analysis. Review Demand Management and Procurement Plan. Draft specifications/terms of reference for goods and services. Track all movements of specifications and terms of reference submissions. Standardizations and benchmarking of TORs. Quotations and Bids Administration Render acquisition services for all goods and services procured throughquotation/bid process. Verify requests for quotations for correctness and completeness. Conduct research and source service providers from the Central SupplierDatabase (CSD) and other relevant sources. Compile comparative schedule for all quotations including due diligence toensure value for money and transparency. Apply the Preferential Procurement Policy Framework Act for quotationspreference points and prices. Evaluate/review quotations and submit them forapproval. Ensure that the bid/quotation processes are compliant and fully executed withinthe requisite legislative and regulatory framework and stipulations. Facilitate advertising, evaluating, and adjudicating. Provide secretarial support to the Bid Committee. Quality checks all submissions to Bid Committees. Conduct checklist and compliance of received proposals. Coordinate theevaluation of received bids through various Bid Committees. Prepare evaluation reports for approval. Perform any other assigned duties in relation to the implementation of the SupplyChain Management system of the Department. Ensure compliance and implement Supply Chain Management policies,Delegation of Authority, Treasury Regulations, and standard operatingprocedures. Provide demand and acquisition monthly and quarterly reports. Collate data, and prepare reports and presentations for management use. Monitorand report on Broad-Based Black Economic Empowerment (B-BBEE) /preferential procurement spending in terms of the Department targets and reporton a weekly/monthly basis on performance against the procurement plan. #J-18808-Ljbffr
