UP Professional and Support DEPARTMENT OF FINANCE DEPUTY DIRECTOR: BUDGET CONTROL AND GENERAL LEDGER PEROMNES POST LEVEL 4 Responsibilities The Deputy Director is responsible for the strategic leadership and operational management of Budget Control, Commitment Control, General Ledger, Payroll Budget, and Financial Systems (PeopleSoft), and serves as a key member of the Finance management team. Key Responsibilities Providing strategic leadership and advice to the Director of Finance; contributing to departmental strategy; developing policies, procedures, and ensuring alignment with governance requirements. Overseeing the full spectrum of financial operations within the portfolio, including commitment control, general ledger, payroll budget, and financial systems; ensuring accurate and timely financial processing, reconciliations, and reporting; acting as process owner for Commitment Control and Financial Systems (PeopleSoft). Managing and controlling budgets and expenditure (operational, human resources, and capital); providing monthly and annual financial reports; overseeing year‑end processes, including reconciliations, journal approvals, and compliance with accounting standards and legislation (including VAT). Establishing, configuring, maintaining, and continuously improving financial systems (PeopleSoft), ensuring efficiency, accuracy, and alignment with institutional requirements. Ensuring adherence to IFRS, tax legislation and University policies; contributing to risk management processes and departmental risk register; strengthening internal controls and responding to audit findings. Providing professional financial advice and support to Executive Management, Deans, Directors, Departmental Heads, and other stakeholders; engaging with internal and external auditors and relevant regulatory bodies. Leading and managing the division’s staff complement, including recruitment, performance management, training and development, and fostering a high‑performance culture. Acting as a delegate for the Director of Finance when required and contributing to decision‑making at a senior management level. Minimum Requirements CA(SA); A minimum of ten (10) years’ relevant financial accounting experience, including: three (3) years of articles; five (5) years in senior management. Experience in strategic management; budget planning and control; International Financial Reporting Standards (IFRS); compilation of financial statements; mainframe and/or ERP systems; project management. Financial management experience at the middle management level in a medium to large organisation. Required Competencies Advanced knowledge of IFRS and South African tax legislation (including VAT); In‑depth understanding of accounting business cycles and financial controls; Proven experience with ERP systems, preferably PeopleSoft (Financial Modules); High proficiency in MS Office, particularly Excel; Strong communication, report writing and stakeholder engagement skills; Sound knowledge of internal controls, audit processes and risk management; Strong leadership and people management capability; Ability to plan, prioritise and deliver under pressure; High level of integrity, accountability and professionalism. Additional Advantages and Preferences Formal qualification in Management; At least five years’ experience in financial management within a higher education environment; At least five years’ experience using PeopleSoft or a similar ERP system; Experience in reporting to Executive and Senior Management and external stakeholders. Remuneration The annual remuneration package will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines. UP subscribes to the BESTMED and UMVUZO medical aid schemes and contributes 50% of the applicable monthly premium.
