Department: Technical Location: Africa High-Level Overview This project supports the operational implementation and monitoring of a national energy transition initiative aligned with the Mission 300 program, delivered through the government ministry responsible for energy and hydrocarbons. The initiative aims to expand electricity access and accelerate the adoption of clean cooking solutions, contributing to ambitious national energy access targets by 2030. To strengthen delivery, dedicated Compact Delivery and Monitoring Units (CDMUs) are being established across government institutions. The ministry-based CDMU is responsible for the day-to-day implementation of the National Energy Compact, including project development, reform execution, stakeholder coordination, and monitoring of electricity connections and clean cooking deployment. Within this framework, the client is seeking an IT Specialist – GIS and Digitalization Expert to support the Compact Delivery and Monitoring Unit within the ministry. The role will focus on advancing the digital transformation of the energy sector through integrated information systems, geospatial tools, and digital platforms that improve transparency, coordination, and evidence-based decision-making. The Expert will support sector institutions, public agencies, utilities, donor-funded programs, and technical partners in structuring data, automating workflows, strengthening digital systems, and improving the monitoring and implementation of the National Energy Compact. Role and Responsibilities Role: IT Specialist – GIS and Digitalization Expert Direct Report: Secretary General, Ministry of Energy and Hydrocarbons (MEH) (day-to-day: Coordinator, CDMU-MEH)Candidates Required: 1 Key Deliverables: Digital systems development and integration Design and implement digital platforms for project monitoring, document management, and inter-institutional coordination. Develop secure databases and interactive dashboards to track Compact indicators. Ensure interoperability with existing systems used by ministry stakeholders and sector partners. Process digitalization and workflow automation Digitize administrative, contractual, and technical procedures across the energy sector. Automate workflows related to procurement, budget execution, and reporting. Propose and deploy IT solutions that improve traceability, transparency, collaboration, and operational efficiency. Data security, maintenance, and capacity building Establish and maintain data protection, backup, and recovery protocols. Ensure maintenance, updating, and scalability of digital systems deployed under the Compact. Provide training, user support, manuals, and technical documentation for ministry and CDMU teams. Monitoring, analytics, and reporting Contribute to the collection, analysis, and consolidation of performance and impact indicators. Support development and harmonization of monitoring and evaluation tools aligned with national and donor requirements. Participate in progress reporting on Compact implementation, with a focus on digitalization and IT systems. Contribute to technical briefs and data capitalization for decision-makers. Technical coordination and oversight Collaborate with legal, energy, and communication experts to ensure integration of digital components across deliverables. Provide technical oversight of consulting firms, IT service providers, and subcontractors. Support technical validation of external deliverables and monitoring of IT-related contracts. Requirements Experience Required: Minimum 8 years preferred in digital systems development, process automation, and data security. Experience in institutional support and digital transformation, ideally within the public sector or donor-funded programs. Experience supervising technical service providers in multi-stakeholder or government-led initiatives. Technical Requirements: Advanced degree in computer science, information systems, software engineering, or a related field. Proficiency in programming, database management, and data visualization tools such as Python, SQL, and Power BI. Solid understanding of digital platforms relevant to the energy sector, including GIS, SCADA, monitoring platforms, planning, forecasting, and data management systems. Other Skills: Strong documentation, data structuring, and technical communication skills. Demonstrated rigor, autonomy, and ability to coordinate across institutions. Ability to communicate technical progress clearly and effectively to different stakeholders. Working Arrangement Location: Antananarivo, Madagascar Language: Fluency in French required.
