ACCESS LA Liaison and Resources Manager Doctors Without Borders (MSF-SA) Location: Western Cape, South Africa Salary: R43,407.46 per month Employment Type: Full time (three‑year fixed‑term contract) Deadline: 11 June 2026 Job Overview ACCESS‑LA (Accelerating Community‑Centred Equitable Scale‑Up of Long‑Acting PrEP) is a three‑year Access Fund initiative designed to catalyse equitable, timely and affordable access to Long‑Acting (LA) PrEP for HIV prevention. The project focuses on the introduction of Lenacapavir (LEN‑LA) – a twice‑yearly injectable – and other LA formulations (e.g. Cabotegravir) to address the prevention needs of marginalised and criminalised populations who face systemic exclusion from existing health services. The project operates through three integrated pillars: Advocacy & Communication; Implementation; Monitoring & Research. Role Summary As the Liaison & Resources Manager, you will be the administrative backbone of ACCESS‑LA, ensuring robust financial stewardship, HR systems, governance compliance and administrative sustainability. You will work closely with the ACCESS‑LA Project Lead, HR and Finance at project sites and MSF partner sections to keep operations agile and compliant with MSF standards and donor requirements. Roles and Responsibilities Serve as strategic financial liaison with the OCB finance department. Develop and manage the consolidated budget (multi‑year, multi‑cluster, multi‑currency). Coordinate financial forecasting, scenario analysis and budget revisions in collaboration with finance focal points. Prepare and maintain financial reports for TIC/Access Fund, ensuring accuracy and compliance. Lead workforce planning aligned with the project’s three pillars. Oversee grading, contracting and onboarding of staff in partnership with HR. Ensure compliance with MSF HR policies and TIC/Access Fund requirements. Support staff wellbeing and foster a collaborative culture. Handle HR‑related risk reporting and mitigation. Coordinate grant management for Access Fund/TIC, maintaining tracking tools and aligning budgets with KPIs. Support preparation of budget revisions and grant modifications. Maintain compliance with documentation standards and regulatory requirements. Qualifications and Requirements Education Degree in Finance, HR, Governance or related field and/or relevant experience (essential). Certification in project management, grant management or auditing (asset). Experience Minimum 5 years in finance or HR management or project support roles in MSF contexts or other NGOs. Experience in humanitarian or global health programmes. Strong familiarity with MSF financial and HR systems (asset). Languages Spoken and written English is essential. French or Portuguese would be an asset. Knowledge Strong background in accountability. Multi‑currency financial management and forecasting. HR legal frameworks in international settings. Governance structures in MSF and Access Fund/TIC mechanisms (asset).
